Portland, Oregon completely reimagined its electoral system in 2024. A major part of that reform was the adoption of ranked choice voting - single-winner RCV for Mayor and Auditor and proportional RCV for City Council. What did it take to get RCV implemented in Portland? Join us at this webinar to hear from officials with the City of Portland and Multnomah County about their RCV implementation, from adoption to election day. Tim Scott, Director of Elections, Multnomah County, OR

Tim Scott is the Director of Elections for Multnomah County, Oregon, the most populous county in Oregon with more than 570,000 registered voters. Tim’s career in Elections spans 23 years starting with an internship in the City of Fairfax, Virginia Registrar’s Office and the past 17 years working for Multnomah County Elections.

Leah Benson, RCV Project Manager, Multnomah County, OR

Leah Benson is the Ranked Choice Voting Project Manager for Multnomah County Elections. She additionally provided oversight on the implementation of RCV in Portland's new form of government as a member of the Government Transition Advisory Committee for the City of Portland.

Deborah Scroggin, Elections Division Manager, City of Portland

Deborah serves as manager of the City of Portland’s Elections Division which oversaw implementation of historic electoral reforms in 2024, including a change to proportional and single winner ranked choice voting. The division also conducts voter education and enforces campaign finance and lobbying regulations. Deborah has spent over a dozen years in progressively responsible elections management. Recently, she served as delegate to two international election observation missions with the Organization for Cooperation and Security in Europe. Deborah holds an MPA from Portland State University and a bachelor’s in science from the University of Oregon. Deborah first sparked an interest in public service while in AmeriCorps where she worked on in the field in the Southeastern U.S. connecting hurricane impacted families with federal and local resources and learned way too much about carpentry and crawdads.

James Eccles, Election Education Supervisor, City of Portland

James Eccles has been with the City of Portland Elections Division since the charter was amended to implement ranked choice voting. He has worked as the city’s subject matter expert and the team lead on voter education. Prior to working for the City of Portland, James worked for the Illinois State Board of Elections.
